Not sure. I don't really use our iPad2 anymore but it seemed to handle iOS7 much better than my 4S did. I remember iOS5 (I think?) did the same thing for my 3GS.

I have an iPad 3 as well. It sucked on ioS 7 until a few updates, but it's still horrid when setting wallpaper. Still can't believe the iPad 4's performance boost compared to the iPad 3 which is near on par with iPad 2.

The updates will keep bogging your ipad down till finally your will breaks and you upgrade. same with the phones, too. usually theyll release one last update that's limited in features but that's just to mess with you and make you feel ok. They're really trying to kill the thing dead.
