While there is a clear similarity to The Village, I don't think it's going to be exactly like that. The titans are a real danger, they aren't fictional monsters to control the population. They had to be created at some point, surely there was a war or something, and mankind was on the brink of collapse. And given the evidence of this chapter, it seems outside is around XIX century technologically speaking, not modern times. I think it's still more like Nausicaa (post-apoc scifi with biological weapons of war) except it seems most of humankind are in the process of recovering.
Also, some (most?) English translations thought it was a good idea to always translate Reiner and Bertolt's "furusato" by "our village" despite the fact that Japanese term doesn't necessarily refer to an actual village (it's just "home", basically). Well played, guys. If it turns out they came from some kind of town or city instead, I bet some readers are going to blame the author.
Speaking of, they released a new guidebook recently where Isayama specified that Mikasa was Oriental, not Asian (as in, nobody said anything about Asia existing in that world). I pointed out that the English translators' choice didn't seem wise, a few years back (here or there), and it looks like that too might become a problem down the line...

We've already seen that the King has the ability to control all the Titans; The royal family could've gotten rid of them at any time but didn't. The Titans were not in any way a danger to mankind, just powerful.
But I think that was the whole point of showing the photograph. Mankind was never on the brink of collapse, that's just what the people growing up within the walls have been lead to believe
The citizens have literally no idea what's going on outside the walled territories. They can't even describe basic concepts like snow or lava properly. That's how ignorant they are.
Plus, you have to take into account the actions of the outsiders. They are clearly looking for something. Something that's been hidden within the walls. They haven't waged an all out war on humanity like the first chapters lead us to believe. Whatever it is, the walls and the Titans patrolling their perimeter must have been set up to guard it.

I wonder how long it has been since that photograph was taken. How far humanity outside has come since it was taken. I expected this to be deep in the future but it could just be around our own time, just in an alternate universe.
Then again if Grisha is the boy in the photograph making him from the Victorian era then I suppose this could still be a couple hundred years later due to possible life extension ramifications being a shifter possibly grants you. Not to mention Grisha seems like a master of serums and medicines judging by his basement room and work as a doctor as well so he could have lived for a very long time regardless.

Humanity is probably good and well outside the walls, and not just there are still pockets out humanity outside - it implies that this is a The Village like scenario where the Walled Cities and the surrounding area are the only place where this happens and the rest of the world is fine. They find a photograph, which implies a lot about the timeline. Dunno how Ymir, Bert Reiner and Annie and the Ape Titan fit into this.

From what I've seen, most readers believe he's the man, not the boy. The boy would be Zeke / the beast titan (which would explain the resemblance with Grisha, his references to his father, and the way he approached Eren).
If that's not our world, I'm not sure you could draw that kind of conclusions based on those people's clothes.
Also, some have raised the possibility that those outsiders who turn into titans could be older than they appear (remember how Ymir spent 60 years as a mindless titan, for example). Not sure that's the case, but it might be a good thing to keep in mind.
Incredible. This manga is really amazing. How can you do so little with 40+ pages of manga? Tite Kubo had better watch out, Hajime Isayama is coming to take his crown and become king of useless pages. First retreading the decision to give Armin the serum (which took up like an entire chapter last time) for about 12 pages, and then walking down a staircase and opening a door took about 8 pages. I like some of the big panels for establishing atmosphere but some of this is ridiculous.

Most fans assumed the world was roaming with Titans, and while we knew that humans existed outside the walls, most people thought they lived in small primitive villages.
Just a few chapters ago Zeke was making baseball references, and most readers response to that was: "Why is he making baseball references? they don't even have baseball in their world."
And this chapter just revealed that they in fact do have baseball outside the walls. It's a big deal.
Not in the same way. Finally read the chapter. Definitely a game changer. It shows that humanity doesn't just exist outside the walls but civilization is triving with advanced technology like photography and expensive victorian clothes. The chapter also makes it clear that humanity being wiped out by titans outside the walls is a lie engineered by the ruling party.

They found 3 books in a hidden drawer compartment. In the first one was a photograph of a wealthy family in victorian clothing taking a family portrait. At the back of the photo is a message written my Eren's dad explaining what a photograph is and that this is evidence he brought with him from outside the walls - humanity is not extinct, humanity is prosperous. Then the chapter ended.

You could tell they had some sort of advanced command structure for military and spy operations all the way back. It wasn't going to just be some random villages pulling this off. That said, the technology aspect is probably the most intriguing aspect of this as I'm curious if they're at modern levels or reverted a few decades back due to some X apocalyptic event.

You know, nothing we've seen has ruled out the idea that this could be some sort of digital simulation. The idea of an "outside world where humans prosper" would still apply. The victorian era clothing could simply be a red herring of sorts. Titans could just be simulations of biological constructs(bio suits similar to human bodies but without normal life processes) where really they are just power-ups for the players/participants/victims.
Just throwing it out there. I guess it's not very likely, but it's possible. Titan shifters from the "village" like Annie and Reiner could be participants who used to live in the real world but were thrown into the simulation/game with power-ups to start with and they have to topple the simulation's population(whether the humans within are actually real or not) to win.
