Pretty much. Unless you want to go solo in a light tank, the Landship is just plain inferior to the heavy tank in almost all situations.
The Landship has less HP and armour, completely relies on being fully crewed with competent side gunners (and for some reason randoms absolutely NEVER join or spawn on Landships, hilarious considering how fast the party busses fill up) because the driver guns are so weak, has huge deadzones on the sides and rear that the Heavy tank doesn't have and the Assault version with 5 seats is simply a joke because the Heavy tank does that much, much better even in the default non-flamer configuration.
Only sucess I had with the Mortar ship was slaughtering infantry attacking the last Sinai desert operation objectives through the open (mortar + instant switch to MG for constantly shooting)... and that one doesn't have any abilities (like smoke or instant repair) whatsoever. Meanwhile the Tank Hunter Landship is pretty horseshit against infantry (and you even sacrifice the MG for it as the pilot!) and still not as good as a cannon against tanks (though theoretically a fully crewed and competent AT Ship could solo any heavy tank hilariously fast, even if nothing else) and the novelty of sometimes being able to bling a plane for 35 damage wears off fast. Buying the AT Ship for 250 bonds is by far the biggest regret I have after playing the game for 35 hours online.
DICE really needs to reconsider what niche they want the Landship to fill, right now it feels like a wierd in between choice between the far superior Light and Heavy tank that doesn't serve a purpose besides sniping infantry in the open (and every other tank can do that too). It needs some serious buffs and refocusing.
