The theme music to Doctor Who, in particular the 1980 Tom Baker version. Of course, the original 1963 version of the theme is pretty fucking fantastic as well. Let's call it a tie. The opening theme to The Prisoner is a close second.

And on the anime front, it's a tie between the opening theme to Paranoia Agent and the closing theme to the original 1971 Lupin III TV series.
