That's how I understood it. When he first comes in he says "Will it be today"? Also makes the other flashback, where he recounts the deaths of Hector's nephews and the other cartel guy with a smile on his face make sense. It also hints strongly that either Gus or one of his men made the phone call to Hank.

Oh man the opening scene is better by a ton knowing Gus's backstory.
Edit: I don't think anything specific happened in Chile. Gus and his hermano just had control there and could sell without infringing on the cartel. When they told him it wouldn't be like Chile, they meant that he'd have to answer to them.
