The thread's history is particularly clear: be specifically private in carrying out negotiations and any discussions apart from the normal advertisements (or rare emergency) should be conducted in private as well.

I have never once seen this option. I just logged into PP, went to 'Send Money,' chose an email of someone that I have sent money to previously for games purchased on BGG, entered $200.00 and chose the payment for goods or services option, and it said that I owed no fees and the recipient was responsible for paying them. There is no option that I see on that screen or the following one that allows me to pay the fees.

PayPal's User Agreement states:

Well Like I said, something that can run dolphin mostly. I tried a friends $350 Dell 15 and it works pretty well, but has trouble running dolphin, so like I said not too powerful. not looking for an alienware.
