The saga of Chris-Chan is a strange one, it's like a particularly violent car crash, it's horrible, but I can't look away. It's probably because he makes tons of things that should be personal, public. I feel bad, but when I was younger, I spent more time on the CWC wiki than I would care to mention. I don't spend any time there anymore and only really hear about him when he does something particularly awful.
I fully agree that he (i'm going with he, I don't know how serious he is about being trans as he's shown to have very little knowledge of what it actually is) needs help, but he won't get it. His mother will never seek help for him, because she enables and encourages his bad behavior, allowing him to think the horrible things he says and does are okay. As far as I know, Chris is very high functioning and capable of realizing that the things he does are wrong, but his family life has conditioned him into thinking that he won't be held accountable for his actions, so he can just do whatever he wants.
