Cops Are Scum Part 5,321,876: Deputy Tasers 72-Year-Old Woman Over Speeding Ticket

Unbelievable.

A traffic stop for speeding in Travis County, Texas, led to the Tasering of a 72-year-old great-grandmother by a deputy. Feisty Kathryn Winkfein apparently so frightened the law-enforcement officer when she "used some profanity" and "got violent" that he felt it necessary to subdue her with a potentially dangerous jolt of electricity.
Winkfein was reportedly doing 60 in a construction zone where the posted speed limit was 45 when she was pulled over. She was ticketed but declined to sign the ticket, leading the police officer to place her under arrest lest civilization collapse for want of the surrender of a penny's worth of ink.

At this point, the stories diverge. According to Precinct 3 Constable Richard McCain, Winkfein cursed and refused to cooperate. She says nothing of the sort occurred. "I wasn't argumentative, I was not combative. This is a lie," the woman told a news reporter for Fox 7.

Either way, it's difficult to see how the issuance of a speeding ticket to an elderly woman devolved to the point where a grown, trained law-enforcement officer could be considered justified in subjecting the speeder to an electric jolt intended to disrupt her nervous system -- no matter what command of profanity she displayed.

Given that the speeding ticket had already been issued, it's also difficult to understand what purpose was served by prolonging the encounter and demanding a signature. A similar incident in Utah in 2007 between a state trooper and a motorist also resulted in a Tasering after the driver declined to sign a speeding ticket. In that case, the officer escalated the matter to a violent conclusion even though Utah law doesn't actually require a signature. Texas law apparently follows the same reasoning, considering the signature merely a promise to appear in court, not a necessity for the validity of the ticket itself.
Jared Massey, the Utah motorist, was ultimately awarded $40,000 as compensation for the abuse he suffered at the hands of Trooper Jon Gardner.

The use of Tasers is controversial because, while they are often presented as non-lethal devices, they are actually less-lethal alternatives to firearms. According to Amnesty International, "ince June 2001, more than 351 individuals in the United States have died after being shocked by police Tasers." Tasers can interfere with proper cardiac function, even resulting in death. Logically enough, people with pacemakers, such as might be expected among older people, are at particular risk, according to a 2007 study.
A research paper prepared for the Canadian Broadcasting Corporation (PDF) found that some Tasers give an even bigger jolt than intended, with resultingly higher risks to the proper function of the heart.

As such, Tasers make the most sense in situations where force has to be used, as alternatives to shooting or clubbing a suspect; they aren't appropriately applied to suspects who have simply annoyed police officers.

After being Tasered along the road for failing to put pen to paper, Kathryn Winkfein was taken to jail and booked for resisting arrest and detention. Not surprisingly, she's hired a lawyer.

Not all cops are scum, just this one... oh, and the people that "randomly" search me on a weekly basis on the PATH system in New Jersey and ask me questions about what I do for a job and where I'm going.

Those guys can fuck right off.

Remember when tazing was supposedly only to replace existing violent responses, not to give cops an excuse to perpetuate additional violence?

So presumably in the pre-taser era they would have shot her or beat her with a club.

Using that thing must be so tempting for asshole cops (not the majority of cops) to use that if they've had it for long enough, and never gotten to use it, the burning desire to makes them come up with any excuse to deploy it.
 
Oh give me a fucking break. I'm all for "Jeeze cops are douchebags", but that lady was asking for it. Just cause she's 72 doesn't mean shit. Sorry grandma, you needed to get tased.
 
Well yeah. That's what you do to people who resist arrest.

She'd probably have broken bones if he took her down to cuff her without the taser.

I respect anyone who could get shot in the face on Monday morning doing their job. Obviously there are some cops who can't tell the difference between a perp and a productive citizen, but until they blatantly cross the line I'll give them the benefit of the doubt.
 
Wow, good thing they didn't shoot her three times then leave a note on her families door while they were at a funeral.

Yeah . . . I don't want to bag on cops since most of them are great. However, I do think there is a higher percentage of them that are dicks than the general population since it often takes an authoritarian type personality to go into that profession. Oversight boards are needed to keep watch over them. But is a tough job and I certainly wouldn't want it . . . and I'm very appreciative of most of them that step up and take the job. But some of them . . . well . . . we've all seen the threads like this one.

I've heard a few stories of cops losing their cool when a violater refuses to sign a ticket, even when it's not required. I wonder if an unsigned ticket doesn't count towards their monthly quota (which doesn't exist, honest!)
 
I'm pretty comfortable with my position as a bad person, so I don't really mind saying the video gave me a good chuckle. Bringing the concept of the taser into the confrontation seemed more like a way to get her to cooperate rather than something that was going to be needed to subdue her, and he certainly warned her a number of times, but she kept at it. :lol He really shouldn't have used the thing, but hey, it's Texas and they're all crazy anyway.

Awfully poor choice of words by the sergeant near the beginning of the video, too: "There is nobody that wanted this to happen any worse than [the deputy]." Makes it sound like the guy was just itchin' to tase someone that day. :lol
 
They flip out when you don't sign their tickets! I refused to sign one time and that cop looked at me like I called her mother a whore. I'm sure she actually stamped her feet demanding I sign.
 
All of the cop's actions were justified. The woman refuses to sign the ticket and then actually asks to be taken to jail. Once out of the truck, she changes her mind and resists. Cop warns her that she's about to get tazed but she ignores him. Her being 72 just makes it funny.
 
The women deserved it. She wouldnt sign the ticket, goaded the cop into arresting her, and when he called her bluff she changed her mind. Too late for her. She asked for it, she should have gone along. Dont follow the rules, and your gonna get in trouble. Her being tased probably protected the cop from breaking her old brittle bones.
 
I love how they say "a grandma" got tasered instead of just saying "a woman". News sensationalism at its finest.

She was being an old bag and then later trying to play the "little ole grandma" card.

The dashcam clearly shows her being argumentative and resisting, I'd be interested to see her after she see's the dashcam footage.

And lets be clear, not all cops are scum, many, indeed most, are good people doing a shitty job. But with the age of surveillance and cctv upon us, some are being shown for what they are... bullies.

some states don't require a signature.. not sure if thats the case here.. but she was definitely goading the cop.. and she's a big fat liar too.. i guess she didn't expect there to be a dash-cam.
 
I read the article and thought "Fuck that cop."

After the video, she had it coming. When a police officer says to turn around because he's going to cuff you, you really ought to do it. If you don't, you might just get your ass shocked.
