Not DMC1 where Air Raid was OP in Normal mode because it did way more damage and was safe against the bosses. Actually most DT exclusive moves were scaled a lot for higher difficulties. The other DMC modes were pretty balanced on every mode though.
Not DMC3 where Royal Guard was not nearly as effective on lower difficulties because of the risk/reward ratio. High enemy health and DT system in DMD mode provided a unique challenge where you need to be up to snuff with your combos and know what you were doing with your actions.
Good job circumventing the argument and going to attack the game + NT overall.. And even then, the easier modes in previous DMC games left openings to witness the experimentation and depth of the games mechanics - something DmC doesn't do anywhere near as effectively. Sorry pal, DmC is a so-so designed game put together by developers who always put together pretty mediocre games from a gameplay perspective. This is pretty par for the Ninja Theory course.
The argument was not that DmC was designed and balanced as excellently as the previous good DMC games... but whether DmC and DMC2 weapon balance was even in the same tier of being comparable. It's not. DMC2 has palette swap weapons with poor melee to firearm balance which is fundamentally opposite of how a DMC game even works.
