A DOTA-like game for a console would have to be designed from the ground up for controllers. I don't think there's anyway to port it without having to do an overhaul.
In my mind, a console MOBA would play like a top down ARPG, where you control the direction and movement of your character with the analog stick, and most spells are either buffs, autohoming, skill shots or AoE with a static range. Attacking is done manually and would have to be "aimed", kind of like in Bloodline Champions. Auto attack and spells would be mapped to ABXYRL, Items with actives can be mapped to one of the sub analog sticks in a context wheel.
