It's probably because the vast majority of western MMOs are on the F2P model and even WoW, grandaddy of them all, seems to be headed in that direction.
They all make money somehow, so I'm sure they'd be able to adapt. Question is, will the western Wii U userbase be large enough to justify it? Who knows. I certainly hope so.
The thing is that WoW has a userbase to support it. Other games are made by studios that work off / have been working off the F2P model.
That and in the West DQ Id have to say does not have a large enough following to attempt a risk like F2P which means they would have to rework the games mechanics, unless they already have it set up. Which I doubt.
