Maybe I didn't use "normally" in a correct way to express my idea.

I was not talking about this specific tournament, but in general. This is a typical group for a 16 team Euro from the past, including the possibility that only 2 teams will qualify and it wasn't any more spectacular out contested than the other groups. Maybe even less I would say (except for Italy).
