He has a sword holster on his back the same thing that holds his guns on his DMC3 outfit. It's not apparent in the in game models due to game play reasons but he does have one if you look at the design of his jacket.

The reload bullet theory is actually kinda true though but not 100%.

Must be pretty advanced holsters if they can be made to hold both rebellion and A&R. I guess being able to draw a sword from his back is his actual demonic power, since it's physically impossible for humans.

I guess it makes more sense if his guns are just shooting demon energy and not actual bullets. I forget if they actually eject shell casings in any of the cutscenes, but them being magic guns fits with how inconsistent their projectiles are about physics in the DMC3/4 cutscenes
