1) No skill selection screen was ever shown. Only SPECIAL screen during character creation.
2) The old SPECIALs affected skills and thus affected other things. Here they just directly explain the effects.

Traits weren't shown but they were handled as Perks in FO3 so those probably fall under that category and are just an element of character creation.

I just can see Bethesda dropping skills, considering how much the streamlined Skyrim's systems from Oblivion.
And how action-oriented the game seems to be, overall. (As i noted before, i really don't expected RPG stuff from Bethesda's games really, not anymore.)

It kinda isn't, since if it's anything like their prior games, XP gains will be plentiful enough to hit level cap long before the endgame. Even without any INT bonuses.

Critical hits appear to be controllable this time around instead of random. Looks like we fill a critical hit gage increases more or less based on our Luck and then we select in VATS when to trigger it.
