Oh man...... c'mon, this is still a thing in their games? Really? I remember how with Fallout 3 I was maxing the game out yet it stuttered, I spent way too much time in the game's first area trying to solve the issue, right down to changing the very same setting, the iFPSClamp. It seriously took out every bit of soul I had in me and never actually got to play it properly. It's been some 8 years and still the same issue is in Fallout 4....... I'm a bit on the fence about the game, and things like this aren't helping at all. I don't have much money so every buy must be very well thought out :/
DS4 really pissing me off. Every time i start the buttons get all mixed up and some dont work.
Happening with either ds4 windows on or off.
Any fixes?

Just came here to say that the steam-listed 8 GB RAM minimum requirement for Fallout 4 is bullshit.
I have 6GB RAM in an old Core i7 @3.4GHz and a GTX 970. Game runs perfect(!), everything ULTRA @1080p, no hicups or framedrops due to RAM paging to HDD or anything, zero problems so far, ~2 hours in the game.
I've made a comparison between 3 different first person FOVs, hope it helps some folk decide. I've settled for 90.

Works fine for me on my 144hz G-Sync monitor, but I didn't mess with anything in the ini files, so I imagine V-Sync is still on.
Also, on the system RAM discussion, memory is so cheap that I don't know why anyone would like that be their potential bottleneck. 4GB was standard for mid-range PCs like 7 or 8 years ago. I'd say 8 should be the minimum people should target these days.
Why the hell wouldn't you put your games on the SSD? I mean... why??
What's you CPU? Mine's a 4770K. Disabling vsync predictably results in horrible judder and tearing, with the framerate going above 60. Enabling it results in stuttering as it bounces around below 60fps.
I'm running 144hz and can also confirm I got stuck at a terminal.
I had read that installing games to your SSD will shorten its life more than any other content/media since it's constantly reading/writing. Was that only for the early drives or was it always a load of bunk?
At any rate I've been totally fine with the platter drive's gaming performance thus far, but I know I'll be draining a big chunk of time into this game so if loading times were at all a concern it may be worth making another games folder on my C drive.

Okay, no matter what combination of "fixes" (.ini tweaks, adaptive vsync, borderless window) I'm running, I always drop to 40 FPS when I look right here. These images are from a location about 3 hours into the game, so they're not much of a spoiler, but I've spoiler tagged them just in case. I'm running an i5 4670k 3.4 ghz, and a 970. 8 gigs of ram.
The drops seem to come from looking in that direction, even if I move past that point up those stairs to look out over Lexington. Somethin's messed up with the game, it has nothing to do with our rigs. Hopefully a patch can bring some stability here.
That entire area sucks for the FPS. I drop to 40 there too on my 980ti.

That was said for mostly first gen drives, but even then, it was sort of exaggerated. Games don't read/write -that- much, only when loading new areas/textures, and it's not that often or that detrimental to the health of the SSD.
I'm honestly curious if there's anything I need other than a new video card (currently have a 1GB 7850) or is my 3570k holding me back as well.

Just chiming in as a G-Sync 144hz user - I didn't have any issues with terminals at all, and that's with iPresentInterval at both 1 and 0. Terminals still work fine for me if I go above 60 fps - as does everything else as far as I can tell - so the issue may lie elsewhere.
Issue seems to arise if you get around 100fps, not just any number above 60fps. But yeah, could be something else, but anecdotally my problem got solved as soon as I set the framelimit, and it seems to be the general fix most people that encounter the issue do.

Yup, just giving people a good reference point for a reliable drop, at least one that I've found. I've been using it to test fixes, none of which have seemed to have any effect on that area.

I have my monitor capped at 100hz and I haven't had any issues with terminals at all in the 3-4 hours I've put in so far.

It shows how the game (animations, physics) is tied to the framerate.

But do you actually hit 100fps, it's not about the actually refresh rate of the monitor. Just that if the monitor is 60hz, the in-game v-sync will lock it at 60fps, and you cannot go higher (thus not hitting 100fps or more), whilst having 144hz (or 100hz in your case) screen the in-game v-sync lets you hit those numbers, and potentially break the game. At least, that's been my understanding.
If you don't get the error, good on you. If you do, try locking the frame rate.

Settings are high as you can see FPS is between 35 - 45ish mostly, on HIGH settings. No noticable lag or framedrops, smooth gameplay overall.
On MEDIUM the FPS is capped at 60, see my other video.

Things speeds up if you use the iFPSClamp thing set to 60, any FPS above 60 will make the game faster, and under 60 will slow it.
So do not use this thing unless you can keep 60 fps all the time, remove it.
I have a 144Hz GSync screen and I have to force it to 60Hz and set iPresentInterval to 0 to avoid the stuttering.
If you do not use the iFPSClamp and let the game run at 144Hz, the engine will scale its speed acording to your FPS, but in some areas FPS drops (like 90 fps to 60), and it causes stutter as the engine is changing its pace to prevent running slowly or quickly.
The only way I found to avoid that is forcing the screen to run at 60Hz.
I tried forcing the game to lock at 60 FPS but I still got little stutter.

Using default settings but framerate is locked at 40 (dropped to 20 at power plant). Which options should I turn down to get to 60? I assume TAA is expensive.

The game speed is tied to the frames anyway regardless of issues or not, so I don't think I'll be wanting to push more than 60FPS when I start my game up.
