If that letter says "no electronics" then Scott is being a petulant juvenile that could have resolved any "unfairness" by getting a fan of his own. If it says "no electric devices" and no one accepted Crist's handwritten addendum, then the fan should not have been allowed to be placed on stage in the first place.

If the campaigns' debate teams negotiated the rules such that it said "no electric devices," then Scott's team probably negotiated that wording specificly so that it would deny the fan to Crist (or to force Crist's team to give Scott a concession somewhere else.) These nitpicky dustups happen all the time before debates; so and so's riser is half an inch taller than mine, is so and so allowed to walk around or does s/he have to stay at the podium - no one wants to get Nixoned again. Which is why looking at the primary source is so valuable. Does it say "no electronics?" If so, why were watches allowed (were they, I didn't scour the video that much - maybe they were verified to be solely mechanical watches.) Does it say "no electric devices?" If so, why was the fan allowed to be placed there in the first place? Does it say "no fans" (as the moderator, who apparently doesn't know the rules in the first place, said?) If so, how'd the Crist team let that one through?

I've learned better than to trust media reports or either side of a disputed topic. I just want to know the actual rule, from a primary source, to figure out which candidate was actually in the wrong. I can assume the rule says "no electronics" like many posters have asserted, and blame Scott for being a whiny asshole. I can assume the rule says "no electric devices" or "no fans" as the moderator said and blame Crist for "cheating."
I don't want to assume. I know that sometime the asshole is on one side of the fence, sometimes the douche is on the other. The "Crist Cheated" people might be right, the "Scott Was Being Petulant" people might be right. I would prefer to know the truth than assume. The quote from Scott's campaign was complaining about "electronic" devices. Considering, ABC, NBC, NPR, the AP and CBS have reported that I think we can take it as fact. He was just being pedantic, odds are he was just hoping for an imagine of Crist sweating under the hot lights and got pissed when he found out he wouldn't get it.

The debate was delayed several minutes until a second fan could be found.
Gallagher was rattled. Maybe it was the fan. Crist won the election.
