I'm new to the CL, but why is merseille moving in and not inter?

Ill explain this particular situation.
Marseille won 1-0 at home. That obviously means inter got no away goals.
This match finished 2-1 to Inter. Inter has 2 home goals. Marseille has 1 home goal and 1 away goal.
When it ends in a draw, who ever has more away goals is the winner.
If you play 0-0 at home, then 1-1 away, you're through.
Edit: I believe the purpose of this rule is so that if a team is playing away in the first leg, they are encouraged to go and score an away goal since its so precious, instead of sitting back and then beating the team in the 2nd leg when you are home. Or it's just there cause its a bad-ass rule.
