A consistent period of time being at the top end of their domestic league as well as making regular appearances season on season in Europe.
And of course, to be within the top division of their domestic leagues and in the top eight teams in that country whilst meeting all the above.
That's what I'd bring it down to.

And why would the 120k a week include the signing on fee? Who reports contracts like that? Why would his signing on fee be included and broken up weekly?
I think FFP is quite silly to be honest; limits the chances of teams challenging at the top from poorer positions, and isn't enforced enough in the areas that do matter.

It's about value. If Fellaini was deemed worth £28m and £120k a week, surely an incredibly proven CL-experienced player is worth a similar salary and no fee?
