After the barrage of Square-Enix release dates for games coming to PS I can say I'm not surprised. Diofield Chronicle, Star Ocean The Divine Force, Valkyrie Elysium, Crisis Core Reunion...while being partnered with Sony for Forspoken and all those games coming out within a 2 month period with God of War Ragnarok less than 2 weeks after Star Ocean and by proxy within a month of Forspoken's expected release date...it was written.

This is the reason. I believe they were waiting for GOW announcement to delay it or not. It probably doesn't need more development time.
