Fiirst off, NOA's official PR doesn't list it alongside first-party releases (Donkey Kong Bananza, Kirby Air Riders, etc.), but instead on the 'Exciting Games from Global Developers and Publishers' section, alongside the likes of EA Sports FC and Borderlands 4. While folks will notice Hyrule Warriors: Age of Imprisonment being there as well, it's worth mentioning that these musou entries are actually part of IP licensing deals with Koei Tecmo Games, the main publishers of these games (leaving Nintendo to pick up the Western localization, basically the opposite of Mario + Rabbids being mainly published by Ubisoft, but Nintendo handling its Japanese localization) and, unlike The Duskbloods, it actually mentions having 'support from Nintendo'; it's actually exactly how Koei Tecmo Games used to license its Project Zero IP to Nintendo back in the day.

Now, you mention the IP being owned by From Software, and yes, we know that because they're the only entity mentioned on the game's copyrght. Nintendo, on the other hand, usually puts itself within the copyright of a project that they have produced and published, independently of them owning the IP or not. This is from Bayonetta 3, for example, a game published by Nintendo from an IP that they do not own:

And yeah, Nintendo is known for moneyhatting a lot of games over the course of years, especially this generation; Octopath Traveller being a major example of that.
Given the current development climate, it wouldn't make sense for a publisher like From Software (yes, they are a publisher) to make a game exclusive to Nintendo Switch 2 without some sort of deals coming in first, and by the looks of it, this one doesn't look like a major one.
