The USB Loader does that for you. There is no need to format your USB Drive manually. Ah, you mean USB Loader on Wii! That gives me a -1 return error when it tries to look for the attached drive. Which is a Firewire drive attached by a single USB cable, I lost the second 'power' USB cable that attaches to the drive, so I assume it just doesn't get enough power for the Wii to mount it properly.
Edit: What happens if you don't have the correct IOS installed? The program doesn't launch?
I didn't install anything new, I assumed I already had the correct IOS from installing Gecko OS or the HBC.. maybe I need to figure out how to install the IOS first!

Pop the SD card back into your Wii, load up the HBC, find USB Loader, and launch it.
The only prerequisite is that you do need to install cIOS36 rev9 or rev10. If you're using a newer USB Loader, then rev10 is required. (Even if you're not, it's recommended, as rev9 is completely obsolete).
cIOS36 contains the experimental USB2.0 driver that USB Loader REQUIRES to function properly. If you're using a newer USB Loader, then you'll need to install rev10, which also includes updated SD card support.
USB Loader's -1 error is the result of two different failures. It's either indicative of not having the right cIOS36 rev installed (upgrade to rev10), or a non-supported device. If you're still getting the error after upgrading your cIOS, then your SD card or USB HDD (or its enclosure) might not be supported. There's a Wiki floating around out there that attempts to track which devices work better than others. There are a variety of tricks you can try to get USB Loader to recognize your device, such as launching USB Loader with your device unplugged and plugging it in only when prompted, using the 'swap' trick, or trying the other USB port, etc.
Also, don't have two USB devices plugged in at once. That's an almost guaranteed failure, either at USB Loader's run-time, or during installation / game run-time. cIOS36 rev9 and rev10 both fail to properly handle both USB slots in use. So if you've got a LAN adapter, Wii Speak, or a Guitar Hero/Rock Band peripheral going, you'll need to unplug them before using USB Loader.

Can't help ya, mate. That's skirting into grey areas. All I can tell you is that you need to find the installer (not at all hard to find) and read through the included readme. I suppose I can say that the installer takes the form of just about any other HBC-compatible app, and the same rules apply as I explained in my last post. Also, do note that the executable does have to be renamed to boot.dol if the package you download has any other name.

The only two uses I've ever encountered for a WAD Installer is to install a pristine copy of the original IOS16 (which was heavily flawed) over the newer, fixed IOS16s Nintendo has included in more recent firmware updates, and to install custom WADs. The only custom WADs I've bothered with are "DOL Forwarders" such as the one created for USB Loader which, when serves as a "channel" that points to the USB Loader boot.dol and allows launching direct from the System Menu, circumventing the HBC.
There are other, less legitimate uses for WAD Installers, but I don't dabble in that.

No need to downgrade. It's actually possible to install cIOS rev10 under 4.0, as long as you have the HBC installed. There was a guide a few posts ago. We made the price $8 to get more people to purchase it, and you're getting a lot of content for that price (30 rooms, 5 bosses, 2 endings, 2 playable characters, timed challenge mode). Using Waninkoko's System Firmware 4.0 installer is not only a waste of time, it's potentially risky as well. I updated through Nintendo and am having absolutely no issues whatsoever.

I hear that the EU version of LIT is seeing some improvements. I hope those make their way to US gamers as well, in the form of an update. There's precedent for updating downloadables on the Wii, at least on the VC-side of things. I don't see why WiiWare should be any different.
