It's not the rockstar way. They'll have 30 fps on all platforms and the "60 fps" version will be available only with the next gen consoles and will launch together with the PC version sometime in 2027.

My basic knowledge tells me this will be a CPU issue, of which PS5 Pro isn't much better than base PS5.

Something like 40Hz mode for 120Hz displays would be more doable, but I don't recall Rockstar giving two shits about niche things like that.
 
I think 40fps console-based single player games are the perfect target for modern TV's. If there's a 40Hz mode I'm using it.
I wonder how many TVs sold right now, but also in use with consoles, are 120Hz.
The problem, at least on PS5, is that the LFC normally works above 48 FPS, so if you dip to 38-39 FPS, you get judder.

You're right but a locked 40 would be fine.

A 48 fps floor VRR mode is also a great thing to include I'd say, but I'm for including a ceiling in such a mode so that there isn't any wild swing from 48 to 95 and back depending on what you're looking at. It's the dramatic sudden change in FPS. Just as jarring as a frame drop in a locked rate.

Old tv's should have a 30 fps locked and 60fps locked mode (whenever possible).

New TV's should offer ABOVE… PLUS
40 locked.
48 fps floor VRR mode (custom lid if required)
60 fps floor VRR mode (custom lid if required)

Those numbers should be first consideration. Then it's about what graphics settings you can squeeze into those specific performance containers.
