Right now the system basically just rewards whoever waits the longest to melee, and CQC battles are crappy because of it.

I remember seeing a rocket and laser beside each other, yeah, but I can't remember if it had the little "Ammunition" flag next to it. Also to the people complaining about the melee, after you melee someone do you melee again or shoot them? Because it shouldn't matter either way. If you melee them again then why on earth are you complaining that the first melee doesn't take away any health when the second melee will kill them? Also if you shoot them after the first melee do you shoot them in the head? Because I know when I shoot someone in the head and their shields are gone it will kill them. I really don't understand the complaints about the new system.
