I guess to me having health packs is just one more thing that needs to be managed and is somewhat of an antiquated idea.
For me it's a small thing, that adds a lot of variety, especially in MP. I was sad to see it go away in Halo 2.
For example. Sniping someone in the chest will take off all their shields, and all but like, 2 bars of health. In Halo 2/3, they can simply just duck and cover, wait a few seconds, then pop out again without any worries of getting killed from another body shot. In Halo 1, unless they're hiding right next to a health pack, they're fucked. Another body shot will kill them, even with full shields.
Another example, say you've got guys camping a hill. You have an epic battle to take it, but you lose. Now, by the time you get back to that hill in Halo 2/3, they're fully recovered, rinse and repeat. But with health packs, they don't stand as much of a chance to hold that position, unless they retreat, looking for health.
I think health packs add a TON of flavor to MP.
