Keep in mind that I'm just one black dude from the United States, and I'm going to be speaking in generalities here. Other people may have other opinions.

Generally, calling someone a negro is not considered acceptable, though it's not as bad as the N word. I feel like people don't really use the term "negro" very much in any context any more, racist or not. It has become sort of... archaic, I guess. I generally only ever see the term used in a serious manner when referring to events back in the civil rights movement or earlier, back when the term was in general use by both blacks and whites.

"Negro" was actually an accepted term among black people at one time, though we're talking about a long time ago. 45-50 years, maybe, at the latest. This is why you'll still see the word in names of old organizations like the United Negro College Fund.

Basically, "negro" is not a word you want to use nowadays, both because it's archaic and can sometimes be considered offensive (but not nearly to the level of the N word), though you might on occasion just get a weird "when is he from, 1956?" look, instead of the "this motherfucker said WHAT?" look you'd usually get from the N word. Basically it's out of style.

Wikipedia's summary of the word's usage actually isn't that bad.

As I see it, negro was the polite term for blacks during a very difficult time (was the term given to them by whites?). I think people just wanna distance themselves from the past and so they've adopted more general terms without the negative historical baggage (black, African American). Doesn't help that negro sounds very similar to nigger.
