I'm not entirely sure the Shakespeare analogy works here. By necessity, virtually every (post-Shakespearean) English author's pie has several of Shakespeare's fingers in it; Shakespeare practically rewove the fabric of the English language into patterns of his choosing. On the other hand, singers don't have to borrow melodies and such from prominent artists like Gaga did. But I suppose it's true that when you're working within a tradition, the natural thing to do as an artist is to experiment with the same tools as your influences.
Then no, it isn't. By saying that you've pinpointed the reason Gaga is an awful role model for Pop music and artists alike - she takes the meaning out of everything. All that symbolism means nothing, her music means nothing. It's manufactured provocation masquerading as something personal and meaningful. All that surface iconography but there's no reasoning. Gaga is not an artist expressing herself, she's riding through the stages of being a pop icon without understanding why any of it matters, the importance of being somebody who can reach so many people. Ultimately I find it a non issue. Out of all her hits I think she's demonstrated her own talent to string together a melody and a beat. Couple that with her actual vocal talents (*cough* Britney) and I'm willing to grant her the benefit of the doubt for now.
