I'll be that guy: while slow is boring, boring is good. Best case is he stops, gets out, they arrest him, and the stolen car gets returned to its owner without major damage.

Edit: And he backs up towards a bunch of officers with weapons drawn to avoid keeping the nose of the car in the crosswalk on a walk signal. Interesting choices.
