So I just happened across what looked like a sketch done in a SimCity manner and it referred to this site...

I haven't downloaded the movie or looked through much of it yet, but I've tinkered with the contructor a bit and it's pretty robust; you can stack buildings on top of each other, set layers of visiblity and otherwise just drag&drop to make b&w sketch cities to your heart's content.

Just take a peek at the gallery to see the kinds of things you can make with the constructor:
