I don't think that the rewriting of the finder in cocoa or the move into 64 bit plus the elimination of PPC support were ever in the cards for leopard.
maybe some of the end user features like exchange support were cut (just guessing) but the core rewrites and new apis are really big undertakings and i don't think they were ever going to be part of leopard.
