It's for tempura batter in particular (note the ice panel is with the batter, not the fryer). Tempura batter is normally done with cold water and then kept chilled either through adding ice in the batter or just placing the entire bowl in a second bowl of ice water.

Edit: To expand on that slightly, the use of cold water for tempura batter is to slow down the rate gluten develops. You don't necessarily need it directly in the batter (i.e., can strain the batter before use). The really important bit is mostly just in using cold water when mixing it.

You can do a tempura batter with essentially just egg, flour, and cold water. The cold water is just pretty important, along with proper mixing, so you don't end up forming gluten. That's what leads to a thicker batter which results in a doughier / less crispy result after frying.

Incidentally, pie dough / pie crust is another common one that often gets done with super cold water for keeping flaky crusts. It's used in general for when you want to minimize the development of gluten for certain pastries and so-on.
