II always find fun these types of settings, where the reader have to piece together the setting. We have a Rainbow council, with nine members ranging from the leader No. 1 to No. 9. They seem to be the leaders of a peacekeeping force. A general mentions the council are mostly a mascot of the real military force, but they have strange powers (at least telepathy and no. 4 seems to have something else?) and have assigned cities for each number. But of course it's all confusing, it's still not very clear if the peacekeeping force is the council or all the "number" people, or if the cities are just under their supervision on name only or it's something of a stronger force.
In any case, the important bit here isn't the setting but the ambivalence of the characters. Through their code of honor and obedience the members of the council are compelled to obey and hunt No. 5 as it was ordered by No. 1, but it's clear most of them don't really agree to it, and they struggle with their fate, and No. 5 also liked the people he has to kill to survive. There is also a struggle of what it means to be part of the Rainbow council, about old codes and whatnot and their usefulness in modern times.
The
colorful, blobby shapes that opposes any kind of graphical realism together the weird scifi setting reminded a bit to Kaiba, the anime.
