They could include DLC in large title updates like Burnout Paradise, and then have DLC as unlock keys to access that content. That's a legitimate way of doing it. It's not that the characters are new, it's that they're on the disk, and they're still charging for the DLC.
So far, no other characters. There are some empty spaces in terms of numbers, but, well, I'll write all that up in a bit.
