I should've put Spider-Family in quotes. However, both you and I know that if a Spider-Family character does get in alongside Spidey, then Jess has zero chance (though it's already pretty close to zero tbh).I, and I'd argue most other people, don't consider Jessica to be part of the Spider family, despite her name. She's about as much part of the Spider-Man franchise as Black Widow is. In fact, Black Widow is more of a Spider-Man character than Spider-Woman, since in her early days as Soviet spy, she fought Spidey a few times.
I think one of the reasons why Spider-Woman doesn't get a lot of attention is partially because she is very difficult to realize as a playable character. While she has flight and strength and her venom blasts (which are basically stun rays), her main power is her pheromones with which she can affect her opponents' behaviour.
For stuff like fighting games, this is kind of hard to turn into something workable.
In RPGs it's easier to do (cause there you can have charm or fear effects, and stun is a more viable mechanic).
In terms of her relationship with the Spider-Family, she's pretty close--having been involved with Spider-Verse and teaming up with Spider-Gwen and Silk in the Spider-Women mini-arc.

I don't think her lack of attention/popularity has anything to do with how hard she would be to translate into a fighting game lol. It's just a case of the character's history, time of creation, etc.
I can't really speak for a fighting game designer whether or not she would be difficult to design. However, I think flight and venom blasts are pretty vanilla, and the pheromones could be limited to supers, or could be a forced zombie walk type ability like from MK or Injustice.
