Some of you guys are underestimating the amount of work "cop/pasting" is,
It's not just taking key frames, plopping them into the new game, and then moving on to something else.
Even the returning characters take a LOT of work to complete. They have new models, all new voice recordings, new moves, old moves tweaked for a totally different engine, and complete rebalancing against a different cast of characters (including balancing against DLC characters that won't be out for months after release).
Remember this is Marvel, one of the most complicated, unchained fighting games out there. Compared to other fighting games, it's probably insanely hard to balance considering all the moving parts...and, unlike MvC2 (and even 3 to an extent), they are trying REALLY hard to make this game NOT be a busted mess on day 1.
Reusing animations saves ONE step, not all of them.
