It's merely a purchasing restriction. You can have the games gifted from someone else just fine (e.g. a US GAFer) or even activate retail keys (albeit with the help of a VPN).
Agreed. The PS4's supercharged architecture and 8 GBs of GDDR5 are really shining through here. The PS4 version is actually better for the stealthy gameplay the series is known for because all the lights are turned off, allowing Snake to brave the shadows and take out his opponents.

Lighting doesn't look as good but they have added mountains and other stuff in the background.
The ground has simpler geometry too.
I think you'll really see the difference in motion, especially with an open world kinda game like Phantom Pain, with things aren't popping in all the time on PC
Yeah playing it on the PS4 things that weren't even that far away were popping in and out so not having to see that will be a welcome change.
