It's the same problem the US has with insurgents in monotonous terrain and urban areas. They just melt into the population, they don't wear uniforms and their bases are hidden. If it were just traditional military battles (like between states) the cartels would all be dead by now.

I don't know. The Zetas are far more heartless and do shit almost without fear in public. Granted the Taliban does this too, but they're more of surprise bomb attacks whereas the Zetas will fucking hang someone with their remains off of a bridge.

I was gonna say it should be easy, since these guys arent hiding out in caves, in a different country, protected by that countries government, like the taliban.

The power vacuum created by dead or captured cartel leaders only seems to fuel the chaos. If they want to stop the violence the government will have to create an environment where the non-violent organizations thrive and the violent ones are singled out and eliminated. I don't see that happening this generation. It's a horror show. There's no discipline, honor, respect, or effective law enforcement.
