FTC are not holding back.

And FTC does not need to win their case to get an injunction. They only need to show a reasonable likelihood of success (with a balance of harms from granting and denying). It's certainly not a slam dunk for FTC. But they have plenty to work with to get the judge to say they have a decent enough case to satisfy that much lower standard than the burden to prevail after trial, and the roadblocks in place from other countries might make it very tough for MS to show significant harm by enjoining them until a full trial occurs in August.
