Chinese plants have broken the rules in the past. They'll make a compliant facility and then still do it the old way. A good example of this was the Lumber Liquidators flooring fiasco that happened about 5 years ago. Despite the claim that they were selling CARB2 compliant product, Lumber Liquidators was selling laminates that contained excessive formaldehyde made in Chinese plants. Their recent efforts with afforestation have been nothing short of impressive, and while they had some heavily polluted urban areas, their per-capita carbon footprint is way lower than the American one.
Also, they recently announced their decision to stop taking in and dispose of the USA garbage, which is going to move the numbers even more in their favor.
