Well one thing is for sure, quantity of first party exclusives next-gen won't be an issue for either consoles.
What about Plaform NEXT studios? I remember reading that they were to be kinect focused but for all we know they might end up being another Black Tusk.

Or they could green light Banjo-Threeie, Viva Pinata 3, Killer Instinct 3, Perfect Dark and Kameo 2, as well as new IP ...
A helper studio or incubation studio feels like even further demotion...
Redmond and Vancouver departments seems to be more "Focused". Their Europe department is just a mystery, Phil Harrison has just started so we might not see big changes soon.If Rare isn't making one of those new IPs, it makes the whole picture of the studio even sadder.
Who would make all those games? Those IP's are as alien to Rare as to any other studio because the only thing Rare has in common with the studio that created those IP's is the company name. Why would any Rare (from back in the day) employee that worked on great games stay at Microsoft for almost a decade without working on an exciting game project? I strongly beleive that very little developers from past Rare work at present Rare.
They are exciting though. Plus it would vary up MS lineup no end, for the core gamer brilliantly.

Imagine a Conker game made by Twisted Pixel! The Maw was essentially a throwback 3D platformer from the N64 days.
Also I bet Rare has at least one major project in production by themselves.

I'd imagine they'll show a lot of them at E3, regardless of their state. If they want people to buy the console, they need to know there are a lot of games in development. Hopefully that doesn't result in mostly CG trailers.
As for launch, I imagine there'll be at least two first party games. Probably a racer and a shooter.

Cautiously eager to see these IP, it's a tantalising thought that they could live up to Crackdown, Mass Effect or Viva Piñata. On the other hand, I'm not going to rule out an absolute disaster from incompetent Microsoft.
