How? His game isn't going to change, he's a power gap to gap corner to corner hitter with amazing defensive acumen. He doesn't get on base well or draw walks but he hits. He's worth the most WAR in the NL since joining the Mets, yes, even more than Harper, he deserves his payday.

Terry doesn't cut the roster, apparently Sandy doesn't even consult him on the roster. Dario wasn't up permanently until the roster expanded, before that he was only up for a day.

Sandy sets the line-ups, but Terry has say over who gets called up, he absolutely does.

This season is the first one where he's been worth more than 3.5 fWAR (mostly based on single season defense metrics which are unreliable to say the least). And he'll be 30 next season.
The contract a team signs Cespedes to is likely going to be one of - if not the worst - contracts of the offseason
Don't the Mets have only 5 days after the world series ends to try and resign him? And the Wilpons have no money.
