No, nothing was done about dispelling Tsukuyomi in this chapter. The tied blood was supposed to symbolize the "Seal of Reconciliation" that's is used upon the conclusion of Shinobi Kumite, which are started with each combatants' "Seal of Confrontation". See Chapters 233 and 538 for reference.
You still need a Rinnegan(presumably one with a Tomoe Seal, like Sasuke's), and the Bijū's chakra to actually dispel Mugen Tsukuyomi. Sasuke was trying to tell Naruto to have Sakura transplant his Rinnegan to Kakashi, so that Mugen Tsukuyomi could be dispelled after his death. Naruto wasn't havin' any of that, though.
Sasuke would've been capable of dispelling Mugen Tsukuyomi without Naruto, but he still would have needed the Bijū's chakra, which he could have gotten by siphoning more chakra from the Bijū he trapped with Chibaku Tensei earlier.
