That still leaves an 8th spot in the playoffs for the likes of the now reduced Charlotte, Philly, etc.

As long as Balmer is around and Blake can play the Clippers arent rebuilding.
They made all the right moves this summer to make up for CP3 leaving and they can fill any potential gaps on the roster in free agency,
Looks like he should be serving burgers and fries with that uniform.

Seattle/OKC is probably the quickest i can think of at 3/4 years depending on how you feel about the 05/06 season where they finished with the 11 seed after being the 3 seed the year before.
It was 4 years between playoff apperances
In general i would say 3 years is the fastest you can expect to rebuild without significant Free Agent signings. The longest it can take is an indefinite time period since GMs can be incredibly incompetent at times.
