It's partly about how you style it. When you aren't styling it exactly like Richard Spencer does, the connotation isn't as strong and immediate.

I move away from the undercut for other reasons, and I never styled it the same way (my hair just will never be that straight or thin), but I do get that vibe from people sometime.

I wouldn't put fade-adjacent stuff or crops in the same category though. That's usually what people are sporting nowadays anyway.

Your hair doesn't make you a nazi, holding the same beliefs/goals as nazis makes you a nazi. However, people are more and more associating the undercut with neo nazis/alt right because The Nazi Who Got Punched Right In The Face has one, and there is concern by people who have a similar haircut that they'll be mistaken for a neo nazi.

Some folks cite historical precedent (it's the hitler youth haircut!!!!) but that sort of ignores that it was a popular hairstyle globally in the 30s, 40s and 50s, including places that were not nazi Germany or taken over by nazi Germany.

I'm not going to assume someone is a Nazi because of their hair, but I won't begrudge any minority for being wary around someone with a haircut that has been known as the "Hitler Youth". It may have been universally popular in the 1930s, but it has definitely had an association with Nazism.

The undercut has been big with long hair with the metal scene locally for a long ass time and coming from that, I went towards a very similar cut when I decided to drop the longer hair side of it.
