How well (if at all) does Rainmeter work on Netbooks?

My GF loves her little HP Win7 Netbook, but hates that she can't even put her own wallpaper on thanks to it only running Win7 Starter.

She just wants to make it a little more personal, and a pale blue wallpaper with the Windows logo on doesn't really do it for her.

Alternative suggestions would be most welcome.
