All I can see from these shots is that they've modeled a giant waterfall basin with what looks like a dozen or more giant waterfalls pouring millions of liters of water into it. IRL, that'd produce a hell of a lot of mist, much more than was on display in the original presentation of this area during Heroes. There's no reason to jump on their backs for playing with the effect, as if any other aspect of this game has been clearly set in stone once we saw a screenshot of it...

By the way the HDR and Lighting is still 100 percent in tact, so if anything looks different it's probably because the artists have been fiddling with the lighting and effects
The Artists just got the green fog tool not too long ago and have been experimenting with it in levels
