The PC v PS4 thing is a bit silly. There is a PS4 that anyone can buy. Same performance. Every PC is different. So it's not comparing like to like.
To build a PC from scratch to meet Horizon Zero Dawn's recommended specs would cost over $600. A PS4 is $300. I would hope it runs better on PC... for twice the price. Good luck meeting the base PS4's performance for $300. Windows 10 costs $100. That's 33% of the cost of a PS4, just for the OS. Then there's, CPU, GPU, RAM, board, PSU, shell, cables, mouse, keyboard. All that for $200? I doubt it would hit the same graphical setting as PS4 at 1080p 30 Hz. (Obviously I'm not including the cost of a display for either PS4 or PC.)
If someone can build a PC for $500 (assuming PS5 costs $500) that can match how Horizon Forbidden West looks and runs on PS5, then I'll be surprised. I doubt it's going to possible. The console market offers superior gaming performance for a given cost. A similar I/O, CPU, GPU, RAM, etc would probably cost over $$800 or higher, in say 2021, to match the PS5 on performance.
So sure a PS5 can't run Windows, Office, CAD or Photoshop apps etc, so it offers less value for general life or work. But to compare "a PC" to the consoles is silly, because what PC specs are we comparing? What's the cost? That's like saying the PS4 can't match the PS4 Pro performance... of course not, it costs less. And many PCs cost even more. It's almost as if a Toyota Camry can't match the performance of an BMW M3, but costs significantly less. It's a bit silly to compare as if they're equal.
