The Xbox One UI has always had a lot of functionality and updates but would slow to a crawl. It was the store where things would snail pace it chugging while it loads game icons and if you had video previews auto playing. But their latest update (I got it around a week ago) is fast. The redid some of the layout too which probably helps.
Crossing fingers it remains just as fast on Series X. By the sounds of it, it'll be the same UI.
Yes, I think you're safe in assuming the Xbox store will be AT LEAST as quick as it is today and likely a good bit speedier. As you said, the connectivity will limit things somewhat, but the extra horsepower being brought to bear will be much like replacing a 7 year old chrome book with a new alienware gaming laptop.

To be honest, I was floored at the difference between the PS4 and the PS3 when I first got my PS4. Even today...It's very nice and fast. Nothing that I consider "slow" when navigating around. Browser performance kinda sucks but still is way better than the PS3 way. Download speeds, etc. were greatly improved as well. So if we see the same kind of leap as there was between last gen and the current gen, I think we're all going to be VERY HAPPY with the speed of these boxes. Add to that the smoking game and level load times...quick resume, etc. and we are going to be SPOILED. Just the changes to game loading are something that will be a permanent change in the console market. I can't imaging consumers ever again being satisfied with anything slower than these new consoles will be. Good times!
