I don't know how you end up with those numbers. It's more like Navi 10 line is 9-11TF at *edit*160-200W and performance between the Vega 56 and Vega 64. She mentioned improvements with cache that would likely be your TBR. PS5 should have 150-160W peak consumption for it's GPU. Vega64 is a 12.7TF card hence why i expect anything from 12 to 13TF. It's more like Navi 10 is 9-11TF at 170-200W and performance between the Vega 56 and Vega 64.

Consoles won't use of the shelf discrete cardsI'd guess Navi 10 Pro is your 160-170W 2060 and Navi XT is a 190-200W 2070. Listed TDP, actual peak consumption higher under gaming load and boost bios.
If anything it kills 8-9 TF rumorsGiven this news, that’s why I don’t discount the 8-9 TF rumors for the PS5. It would surpass Vega 64 at a much lower TPD.
