You seem to be confused. The user using the PS4 in the PS4 OS only sees base 10 GB. Not base 2 as in GiB. I'm not talking about how the system counts the bytes in the background.
Use your PS4. I just did. I had 998 MB of themes. I downloaded a 15 MB theme. Thats 1013 MB. But It says 1.02 GB on my PS4 not 1013 MB (because it rounds up also).
Thats base 10. Its what the user sees in the OS. 1020 MB = 1.02 GB not 1.02 GiB. 1020 MB = 0.996 GiB.
Once the drive is formatted in the PS4, it uses GiB.
Proof:
How else do you explain a 2TB drive, when formatted for extended storage in the PS4, having only 1.84TB available? The OS isn't on this drive.
