Think of it this way, you are developing a fighting game, you've got one month until launch, which do you spend your last days on: making sure the game runs at a solid framerate so the gameplay is perfectly ported, or making sure a couple guys in the background are accurately shaking their fists? Gameplay trumps stupid things like animated characters in the background any day. And by making them non-animated, they could get away with only using one or two polygons each, so they didn't negatively affect the game's performance.
All reports are that the gameplay *is* perfect, that the game's got solid online play that just works without any hassle or excessive lag, and is packed full of features. It's by far the most complete and polished third-party launch title. I think most people would be willing to sacrifice a few animated elephants for that
